   A driverless car, also known as wheeled mobile robot, is a kind of intelligent vehicle and relies primarily on intelligent driving devices mainly comprising computer systems built inside the car to materialize autonomous driving operations. A driverless car is a smart car that can perceive the surrounding road environment, autonomously plan the route and control itself to reach the pre-set destination through vehicle-mounted perceiving systems. A driverless car perceives the surrounding environment by using sensors and controls its steering and speed based on the acquired information in terms of road, vehicle location and obstacles thus it can safely and reliably run on the roads. It integrates numerous technologies such as automatic control, system structure, artificial intelligence and visual computing etc. and is a product of highly developed computer science, mode recognition and intelligent control technologies.

Research institutions have predicted that the autonomous driving can reduce traffic accidents by some 90% and millions of patients will no more be sent to the emergency units of hospitals annually; over 80% of traditional premium will be cut off; 90% of commuting time and energy consumption will be saved and 90% of vehicles will no more be needed; it can also help to reduce 300 million tons of carbon dioxide discharged by vehicles annually. Driverless car is a globally leading and revolutionary industry having impact on three markets with sizes amounting to 10 trillion (automotive, travel and social benefit); it is a product of cross-border integration among automotive, artificial intelligence and communication, and also the most important and integral part of the future smart cities.

On 12 September 2017, the US government officially released the new regulations for driverless cars and this act significantly drives the advancement of the self-driving industry in the US and even in the whole world, spurs more innovations in this filed, and inspires more industrial entities as well as driverless car makers and system manufacturers to conduct a new round of technical revolution more quickly; its impact is of great significance and far-reaching.

Following that the autonomous driving concept becomes hotter and hotter, the industrial giants have started to map out their own autonomous driving. In the morning of 4 July 2018, Li Yanhong, CEO of Baidu, announced at the Baidu AI Developer Conference that the 100th of the world first L4 class commercial driverless car, the Golden Dragon Apolong, had been officially launched. This means that the driverless cars are being produced in volume. In addition, Changan Automobile, Greatwall Automobile, Futian Automobile, Jianghuai Automobile, Golden Dragon Bus, ZTE, Luchang Technology and other A-share market listed companies have also entered this industry in succession.

The development of relevant standards concerning autonomous driving has also been gradually accelerated; on 28 February 2018, Shanghai Economic and Information Commission, the Public Security Bureau and the Transport Commission jointly issued the Administration Method for Road Tests of Intelligent & Connected Vehicles of Shanghai, in which the requirements in terms of road test application conditions, test applications and reviews, test administration, accident handling and responsibilities following rule-breaking operations etc. are provided. Since 1 May 2018, the three ministries including Ministry of Industry and Information Technology, Ministry of Public Security and Ministry of Transport jointly issued the official Administration Codes for Road Tests of Intelligent & Connected Vehicles (Trial). In the said Codes, the testing subjects, testing drivers and the applications, reviews, administration and accident handling etc. are provided in detail, which is applicable to the road tests of intelligent & connected vehicles in China. The release of the above Codes also evidences that the autonomous driving in China is coming to a reality.
