Report on China Instrument and Meter Industry, 2009-2012

　　In recent years, development trend of China instrument and meter industry looks good, which is helped by the obviously improved operating status in the instrument and meter service fields of China machine, textile, metallurgy and petrochemical, etc., and strongly promoted by state policy guidance and the overall development trend of national economy.
　　In 2005, after the economic census, there were 3,391 enterprises above designated size in instrument and meter industry, increased by 897 than that in 2004, 650 thousand emplyees. Total industrial output value was 177.7 billion yuan, increased year-on-year 26%, sales revenue was 172.6 billion yuan, growth rate was 25.8%, total profit was 12.3 billion yuan, increased 33.2%. Import amount was 14.01 billion dollars, increased 15.7%. Export amount was 5.25 billion dollars, increased 30.8%, trade deficit was 8.77 billion dollars.
　　In 2006, instrument and meter industry applied scientific outlook on development seriously, grasped structure adjustment, and obtained obvious achievements, production and sale increased stably, profits increased rapidly. In 2006 total industrial output value was 219.4 billion yuan, increased year-on-year 27.5%. Profit was 15.7 billion yuan, increased year-on-year 31%, the growth amplitude decreased slightly compared with last year, but profit rate of main business revenue was 7.5%, and increase amplitude rose 0.6 percentage point.
　　In the first half year of 2007, total output value of China instrument and meter industry was 133.5 billion yuan, increased year-on-year 29.1%; product sales revenue was 128.9 billion yuan, increased year-on-year 30.7%, both reaching the historical peak; year-on-year growth amplitude of profit was more than 40%, year-on-year growth amplitude of total asset value was around 18%, the whole industry was in the benign development stage.
　　Although China instrument and meter industry makes some progresses, it can’t meet the growing and urgent need of national economy, scientific research, national defence construction and different aspects in the social life. Most of China instrument and meter products are mid-low-end technology level, and key indexes such as dependability and stability, etc. haven’t reached the requirements. High-end and large instrument equipments almost all rely on import, foreign companies hold more than 60% of domestic market shares of middle-end products and many key components. So China needs to make a long-term plan, takes revitalizing survey control and instrument and meter industry as one system engineering, makes coordinated strategic measures which revolve many main aspects influencing survey control and instrument and meter industry including government, enterprise, social environment, scientific research and education institution, etc., and carries out seriously.
　　Under the good development status of China instrument and meter industry, government has adopted some policies to encourage and revitalize instrument and meter industry, takes instrument and meter clearly as the important technology equipment of national economy, and lists out special projects and increase investment. With the implementation of main national engineering projects, instrument and meter industry gains attention and support from government day by day. That will make the market investment value of instrument and meter industry highlight gradually. Taking the updated requirement of real estate consumption as an example, intelligentization and digitalization will become the development direction of civil electric meter, water meter, gas meter and heating meter, the old electric meter and water meter are being replaced gradually in the whole country. Intelligentization and digitalization electric meter and water meter need to be installed in the whole country increase greatly, only in this project, huge business opportunities are embeded. That makes instrument and meter industry welcome in new market growth period, meanwhile makes the market investment value of instrument and meter industry highlight increasingly.
